The JuliaCon Proceedings site still says the message that it’s closed for submissions until 30th of September. Based on that I assume, that the infrastructure updates are not yet finished.
Could someone please comment on that or share some background information?
I’m not an organizer, but searching the forum here, looks like call for proposals usually opens in December!
As far as I remember the proceedings was continuously open for submissions, they only closed it for some technical upgrades. (And I mean the conference proceedings, not the conference talks themselves.)

yes the upgrade process took longer than expected. We are now close to wrapping it up and hopefully will reopen soon. I’ll also update the message on the proceedings homepage to reflect better the current status
