TagBot tag does not trigger CI to run to build docs

Hi all,

I recently started updating an old package of mine to work with Julia 1.0 and the new system with Github CI and TagBot, etc and I’m having trouble getting the CI to run and deploy docs for the “stable” version when TagBot tags.

Here’s my CI workflow

name: CI
on:
  push:
    branches:
    - master
    tags:
    - 'v*'
  pull_request:
    branches:
    - master
  schedule:
  - cron: "0 0 1 * *"
jobs:
  test:
    name: Julia ${{ matrix.version }} - ${{ matrix.os }} - ${{ matrix.arch }} - ${{ github.event_name }}
    runs-on: ${{ matrix.os }}
    strategy:
      fail-fast: false
      matrix:
        version:
          - '1.6'
          - '1'
        os:
          - ubuntu-latest
          - macOS-latest
          - windows-latest
        arch:
          - x64
    steps:
      - uses: actions/checkout@v2
      - uses: julia-actions/setup-julia@v1
        with:
          version: ${{ matrix.version }}
          arch: ${{ matrix.arch }}
      - uses: actions/cache@v1
        env:
          cache-name: cache-artifacts
        with:
          path: ~/.julia/artifacts
          key: ${{ runner.os }}-test-${{ env.cache-name }}-${{ hashFiles('**/Project.toml') }}
          restore-keys: |
            ${{ runner.os }}-test-${{ env.cache-name }}-
            ${{ runner.os }}-test-
            ${{ runner.os }}-
      - uses: julia-actions/julia-buildpkg@v1
      - uses: julia-actions/julia-runtest@v1
      - uses: julia-actions/julia-processcoverage@v1
      - uses: codecov/codecov-action@v1
        with:
          file: lcov.info
  docs:
    name: Documentation
    runs-on: ubuntu-latest
    steps:
      - uses: actions/checkout@v2
      - uses: julia-actions/setup-julia@v1
        with:
          version: '1'
      - run: |
          julia --project=docs -e '
            using Pkg
            Pkg.develop(PackageSpec(path=pwd()))
            Pkg.instantiate()'
      - run: julia --project=docs docs/make.jl
        env:
          GITHUB_TOKEN: ${{ secrets.GITHUB_TOKEN }}
          DOCUMENTER_KEY: ${{ secrets.DOCUMENTER_KEY }}

and my TagBot.yml

name: TagBot
on:
  issue_comment:
    types:
      - created
  workflow_dispatch:
jobs:
  TagBot:
    if: github.event_name == 'workflow_dispatch' || github.actor == 'JuliaTagBot'
    runs-on: ubuntu-latest
    steps:
      - uses: JuliaRegistries/TagBot@v1
        with:
          token: ${{ secrets.GITHUB_TOKEN }}
          ssh: ${{ secrets.DOCUMENTER_KEY }}

EDIT: TagBot is tagging and updating the repo successfully so I’m not sure why the CI isn’t being triggered.

From all my searching it appears that the standard case doesn’t apply to me: I have the ssh: ${{ secrets.DOCUMENTER_KEY }} added to my TagBot.yml which appears to be the main reason that this happens according to the Documenter.jl docs.

I basically copied the two configs from my other packages where they work just fine.

Anyone have other ideas for why TagBot is not triggering the CI to run?
