toggled it on preferences, but am not receiving it! any one else with this problem?

Taking a look at your settings everything seems to be in order. The only thing might be is that discourse tries to minimise the amount of e-mails send out and so if you have been considered active it does not send an e-mail directly.
I will keep an eye on this and let you know if I can spot a problem (you should get an e-mail from this.)
Looking at the servers logs you should have gotten two e-mails recently, can you checked if they arrived?
