The problem was the antivirus - Cisco Secure Endpoint (from my organization). I just killed the process before the installation Julia or any other big packages.

Could you tell me how to kill the process because I cannot find it on my desktop? Thanks

just close your antivirus or open the task manager, and kill the process.
