Are you using ThinkJulia? I believe if you uninstall ThinkJulia then you should be able to install CSVFiles.
Sorry to reply late. I paid no attention to it since I installed ThinkJulia，I haven’t found problems during adding package in a long time. When I met this problem, I have refered online solutions, but the problems are not the same.
