When I load https://github.com/JuliaLang/julia/blob/release-1.10/NEWS.md, none of the PR numbers show up as links for me. I just see, e.g., ([#46372]). Is it just me, or do others see the same? It would have been nice to have these link back to the PRs. I do not quite understand why this is the case, as these appear to work correctly for the other releases.

Because no one ran doc/NEWS-update.jl on it. You can do it yourself and open a PR to add the links.
