In JuliaHub with Julia IDE is it possible to wipe all files and installed packages and start again with a fresh environment, on the same account ?

Yes it is possible: move (or delete) your ~/data/.julia folder. It’s the ~/data drive that stores all your persistent state for your account. You’ll also find things like your editor preferences there, gitconfig, etc.
