UPDATE: deleting “_.julia\registries\general” fixed things
(although I have not tried to regenerate the Norton alert)
Norton does not like it. First msg (no valid signature), next msg (Norton Alert Severity High: Data Protector blocked a suspicious action by julia.exe) [later, I cleared the block, and had Norton ignore it, that made no difference] which resulted in this:

then
upon restarting Julia, a number of packages (on pkg> up) report e.g. (here Cairo, same msg with DataFramesMeta and others)
