Can't use Process type even though it's in Base.jl

I see Process defined in process.jl:

but if I use it in code, it isn’t recognized:

why is this?

Tested on versions:
1.10.0-beta3+0.aarch64.apple.darwin14
1.10.0-rc1+0.aarch64.apple.darwin14
