How do I update to v1.5. Do I go through the REPL, or do I need to install a new software package? I’m currently using Windows 10(I can look up the version numbers if need be).
You need to install a new binary from the Julia website.

Ok, and then how do I update VS Code?
Go to Settings screen and look for Julia executable path. Then just enter the full path of the specific version of julia executable.
