I had to debug something on Windows recently, so I went looking for gnuplot binaries and I found this: http://ctan.ijs.si/mirror/w32tex/w32/gp55pl0-win64-setup.exe
It seems to work great, and best of all, it sets up the PATH for you; just select the option to update your environmental variables when installing.
