Bingo apparently there are problems with the IPv6 connectivity of the PKG servers etc!
Can you all test it again please? Apparently there was a misconfiguration on the us-west pkgserver where its ipv6 firewall wasn’t correctly allowing HTTPS through. 
it’s responding immediately for me now. Is it just us-west with the issue? or what about other locations?
Yes, the only issue was with us-west. Ironic, considering that’s ‘my’ server. 
Would it be possible to add a section to status.julialang.org that tests whether each of the Pkg servers is accessible over both IPv4 and IPv6?
