I have the very same error on all my packages new or recently updated. My TagBot.yml file in .github/workflows/TagBot.yml is exactly that on the TagBot home page, see the one in EasyRanges for example. Other Github actions are running fine and the above error occurs even if I trigger TagBot by hand (as advised in Where are the TagBot logs?).
