Are you using Julia v1? I got a very similar error message when trying to install the Atom package. The new package manager has a different syntax. In REPL, start the package manager by typing ] then type add IJulia This worked for the Atom package in my case.

Could you run: rm(joinpath(homedir(), ".julia", "registries"); recursive=true) and try again? This is a bug in Pkg that should be fixed in 1.0.1

This really solve the problem. However I met the same problem in Atom with Julia1.2.0.

Here just to confirm that for v1.1.0 this is still a bug.
