.juliarc.jl and `LOAD_PATH` in Windows OS

Equivalent of .juliarc.jl in v0.7 General Usage

I noticed that Julia does not execute .juliarc.jl on startup (I am using Windows10). Has this functionality been replaced, or do I need to enable it somewhere?
