Maybe restricting to “enterprise” is helpful, so that similar languages are compared. Then it is 17 to 12, or 49% to 56% in the IEEE relative score.

I also find Go’s progress impressive.

A bit out of topic, but what happened to C#? It collapsed from 7th to 23rd place in one year.

Is C# primarily for Windows applications?

Yes, but not exclusively, it has a bunch of other applications (including mobile).
