This is strange, but the issue shouldn’t be closed. Maybe the information that deleting .julia resolves your issue helps to find the real reason.
Nope, it doesn’t work either. But, as a temporary workaround one can use wsl, though the wsl version might be lower(1.4.1) than the windows version(1.5.3 at the time of writing this comment).
