Unable to install Plots (Unable to automatically install OpenSSL)

Hi. I am new to Juila and want to install Plots package.
I checked previous topics about it but none of the solutions helps. E.g. It’s not Windows and I cannot upgrade the OS.

Is it possible to install Plots without OpenSSL or is there some other ways to install it?

The julia was installed via Download page and “Generic Linux on x86”-64 bit
The server is Ubuntu 18.04.5
uname -r returns 4.15.0-96-generic

I think https is ok in the server as I can use wget and git.

But the problem is still here. Cannot install plots as well as openssl
