Quite bad performance of Julia 0.6.4 vs Python+Numpy

Well on latest master its a little bit slower:

julia> @btime TEST_ais(W,1024)
  175.698 ms (28 allocations: 56.35 MiB)

I’m wondering if this should be registered as regression issue on github.
