May I ask if Julia can realize dynamic 3D map?

I believe the answer would be “No, Julia can’t.” However there may be a Package written in Julia that can. I personally haven’t seen one, but I haven’t really looked either. I would suggest searching on:

For a package that fits your needs. You should probably try under Graphics or maybe Desktop/GUI.

Makie.jl should be able to handle this. There are a lot of examples in the Readme for that package, so I would suggest trying those examples to get an idea for what is already possible. You can also ask more specific questions here or on the #makie channel in slack.
