What tnn is about? Googling gives very different things, do you mean “Threshold Nearest Neighbor” clustering?
Can you link the package/function in the other language that implements it?
If it is “just” nearest neighbor", algorithms like kmeans implement the concept and are widely available in numerous packages, for example my BetaML
