Is there any news on this problem? I have the same issue on a Windows 10 machine, Julia 1.9.3, Plots v1.39.0. The error I get is the following:
ERROR: LoadError: InitError: could not load library "C:\Users\viv\.julia\artifacts\3ac49f33c861f2eb1afea813bec920729529c0e0\bin\avcodec-58.dll"
And why could it not be loaded? (I.e. what does the error say after that?)

After a lengthy set of garbage spit out, I get the following output:

Your problem is actually a bit different than the one from three years ago, which was eventually solved.
Please create a new topic with a complete stacktrace. Also provide the output of
] status -m
