How to convert IBM (SPSS) time to Julia?

I have data from SPSS (IBM soft) . Type od Date and Time. I.e

val 13764805188 is equal 21-Dec-2018 20:59:48.00
In Julia

julia> t=13764805188
13764805188

julia> DateTime(t)
-264491995-11-27T13:39:21.216
How to convert it ?
