The friend could also accompany them of course, but having the guidance strip there anyway probably doesn’t hurt. What to do about cars parking on it though?
If they are accompanied, they would not likely need the strip, but I can get your point…
A similar confusion is about Braille buttons on drive through ATMs.
The driver does not have to be the disabled person.
The strips are embedded, not painted, so they provide a tactile clue for direction for someone using a cane.
