Adding a package stops at "Resolving package versions" since yesterday

This is a recent problem, I’m not sure what’s causing it, and I’m wondering if anyone has a solution.

(@v1.4) pkg> add PkgTemplates
   Updating registry at `C:\Users\peter\.julia\registries\General`
   Updating git-repo `https://github.com/JuliaRegistries/General.git`
  Resolving package versions...

it just stops there

I did a reinstall but deleted the .julia directory first this time. Seems to have worked.
