What steps should the Julia community take to bring Julia to the next level of popularity?

Note that while saying this, I am currently drafting ideas and designs for more static subsets of Julia and with more direct control over allocation behavior, so I definitely agree that there are currently some benefits of languages like Rust or C++ that I would like to see in a near future Julia.

Something like what Chris is working on. Basically a grantee that a loop happens under a certain threshold with predictable behavior. We can achieve real-time already with preallocating/no allocations in hot loop/… but still we have no direct/deterministic control over allocation.
