I guess it is caused by something related to PowerShell. After using WSL Ubuntu on the same laptop, all problems are solved. Then, I use vscode-julia and Jupyter as IDE in windows10 and run Julia and Python in WSL, and all works well.

any firewall / antivirus ( Kaspersky antivirus ) or special proxy ? ( see Problem with curl.exe (Windows) and package installation - #62 by aerdely )
