How do we deal with packages like SpecialFunctions that are only available / needed for certain versions of Julia in the REQUIRE file of another package which support ?

Pragmatic (and reasonable) would be to drop 0.4 support. I think it may also be possible to have two git-branches, one which is for 0.4, but others have to comment on this.
