I am using an environment that needs `MAT.jl` so I had to install it as a dev package with some fixes to make it work with 1.0. I want to share that environment with my laptop. But there is an issue where `Pkg3` seems to hard code the dev package location so I am not able use it seamlessly. On the server `JULIA_PKG_DEPOT` is different to that of my laptop so one needs to use dev each time when switching systems. Is there an easier way to use dev packages?

Push your changes to a branch and then `add` the branch instead of using `dev`.
