Thanks for working on this! Just wanted to link to two prior topics of interest with respect to Julia user population estimates:

> New “[Pkg & Storage protocols](https://github.com/JuliaLang/Pkg.jl/issues/1377)” and an accompanying centralized [service](https://github.com/JuliaPackaging/PkgServer.jl) to host packages have been [merged](https://github.com/JuliaLang/julia/commit/e12b054aa02f609037471047d350ffff078c772e) and are present in Julia v1.5.0-rc1. The new Pkg sends telemetry consisting of a [user-specific UUID](https://github.com/JuliaLang/Pkg.jl/pull/1544) and other information to the server, where it is used to count the number of users and other stats. The goal is to answer the question [“How many Julia users are there?”](https://julialang.org/legal/data/) in fundraising. The current protocol is opt-out, meaning that these stats are collected unless a user changes a configuration …

The current public aggregated stats are available with the prefix https://julialang-logs.s3.amazonaws.com/public\_outputs/current/ followed by a rollup name and the suffix .csv.gz indicating that all t…

In particular, judging from the second, it seems that HyperLogLog sampling is _already_ being used?
