Is there a way to activate the environment which is used for tests in a REPL (i.e. loading the packages specified in the [[extra]](http://pkgdocs.julialang.org/dev/creating-packages/#Test-specific-dependencies-in-Julia-1.0-and-1.1) section of Project.toml)? (or, asked differently: When you work on PRs, in which environment is it best to work?)

Use [`TestEnv.jl`](https://github.com/JuliaTesting/TestEnv.jl/), you can do `TestEnv.activate()` or `TestEnv.activate("PackageName")`.

I normally work in the package environment and then use `TestEnv` when I have test specific dependencies.
