Recommendation: cache `~/.julia/artifacts` in CI services

I wanted to add a possible configuration for gitlab-ci:

cache:
  key: $CI_COMMIT_REF_SLUG
  paths:
    - ./.julia/artifacts
before_script:
  - export JULIA_DEPOT_PATH=./.julia

we need to change the depot path here, because gitlab only allows to cache paths in the project directory.
