No. See: [Random Numbers: Reproducibility](https://docs.julialang.org/en/v1/stdlib/Random/#Reproducibility) in the manual. (NumPy adopted a [similar policy](https://numpy.org/neps/nep-0019-rng-policy.html).)

Also previous discussions, such as [A stable RNG for tests: request for feed-back](https://discourse.julialang.org/t/a-stable-rng-for-tests-request-for-feed-back/38195) and [How to generate reproducible random numbers across versions via package manifest? - #19 by Sukera](https://discourse.julialang.org/t/how-to-generate-reproducible-random-numbers-across-versions-via-package-manifest/65690/19)
