I found something new about his:  
[https://github.com/JuliaLang/Downloads.jl/issues/108](https://github.com/JuliaLang/Downloads.jl/issues/108)  
So you may try

```julia
ENV["JULIA_SSL_NO_VERIFY_HOSTS"] = "github.com"

```

before

```julia
] up

```
