You can find [in this post](https://discourse.julialang.org/t/full-border-with-ticks/25060/12) a `Plots.jl` solution to the first question, and a `PGFPlotsX.jl` solution (_from PGFPlots manual:_ `major tick length` and `minor tick length`) to the second one.
