Given the different cries of LLVM becoming noticeably [slower](https://twitter.com/StefanKarpinski/status/1250491627187195904?s=20) and [slower](https://discourse.julialang.org/t/jeff-bezanson-remarks-on-llvm-getting-slower-and-slower/39637) it seems any speedup in the LLVM area would be appreciated. So perhaps building Julia _and_ LLVM with Intel ICC could actually have some (but probably small) impact on overall Julia performance.
