Hi, and welcome to the Julia community!

For these kind of issues it’s always useful to know the Julia version (`versioninfo()`) and other packages in the environment (`Pkg.status()`).

In particular, did you try installing`HTTP.jl` into an empty environment?

Also, have you tried the instructions in

> [@Failure to download artifacts: cannot add/update some packages!](https://discourse.julialang.org/t/failure-to-download-artifacts-cannot-add-update-some-packages/119248/2):
>
> Try this: Download the [OpenSSL artifact](https://github.com/JuliaBinaryWrappers/OpenSSL_jll.jl/releases/download/OpenSSL-v3.0.15+0/OpenSSL.v3.0.15.x86_64-w64-mingw32.tar.gz) using your browser Extract the contents twice, e.g. using 7-zip Create a new folder in C:\Users\NAMENAME\.julia\artifacts, and name it 8b5673894767bc39a7d0dfdad9c9c083fd9fe304 Copy the three folders bin, include, and share from the extracted folder to the new folder Run julia\>]add HTTP again
