When I try to add `POMDPSimulators` I met the following error:

```julia
julia> import Pkg
julia> Pkg.add("POMDPSimulators")
   Updating registry at `~/.julia/registries/General`
   Updating git-repo `https://github.com/JuliaRegistries/General.git`
ERROR: Unable to automatically install 'OpenBLAS' from '/home/jkwwwwow/.julia/packages/OpenBLAS_jll/rnsmb/Artifacts.toml'
```

And I have searched for some solutions in here but it doesn’t work, therefore I want to install it manually. I can download it from [Releases · JuliaBinaryWrappers/OpenSpecFun\_jll.jl · GitHub](https://github.com/JuliaBinaryWrappers/OpenSpecFun_jll.jl/releases), but I don’t know where I should unzip this package.
Any idea would be appreciated!

What version of Julia are you running? Can you run through the checklist listed here and post the output:

[https://github.com/giordano/DebugArtifacts.jl/](https://github.com/giordano/DebugArtifacts.jl/)

You would run `debug_artifact("OpenBLAS")` to see what happens

Hi, I received this message by running `debug_artifact("OpenBLAS")`:

I just realised this thread is a cross-post with another thread, where I suggested to use PkgServer:

> Is GitHub blocked for you? Since you use Julia v1.4, you can try using PkgServer. Set the following environment variable export JULIA\_PKG\_SERVER=https://geo.pkg.julialang.org in your shell and restart Julia. If this works, add this setting in the init file of your shell to make it persistent

> Thanks for your suggestion, I have solved the installation problem I encountered when using the command Pkg.add(), although I don’t know why it works. When I try to reinstall Julia according to the method [here](https://ferrolho.github.io/blog/2019-01-26/how-to-install-julia-on-ubuntu), I found that the last two steps of the installation part I did not do before. So I just added those two commands in the terminal sudo cp -r julia-1.4.2 /opt/ sudo ln -s /opt/julia-1.4.2/bin/julia /usr/local/bin/julia and then it can automatically install the packages I need.
