I asked Julia Computing for an offer for a license for using the package [JuliaSimControl.jl](https://juliacomputing.github.io/JuliaSimControl.jl/stable/) locally (for a small startup company). I came to the conclusion that such a license is not offered.

This is a pity. For small companies, that do not need all the functionality of JuliaHub and its ecosystem, but just one package, it would be nice if this would be offered separately.

When you use Matlab/ Simulink for controlsystem development you can buy a lot of software and toolboxes separately, so you pay only what you need.

What are the reasons that a similar, fine-grained offer does not exist for the commercial Julia packages? Are there technical reasons, or just commercial reasons?

I mean, very many control packages are open source and available for free. You can get pretty far with them already.
