Yes: [PSA: If your package's version is of the form `0.y.z`, please do NOT bump the minor version for new features](https://discourse.julialang.org/t/psa-if-your-packages-version-is-of-the-form-0-y-z-please-do-not-bump-the-minor-version-for-new-features/46570).
