Continuing the discussion from Julia v1.13.0-alpha2 is now available:

In case you’re wondering why the first pre-release for 1.13.0 is alpha2 rather than alpha1, that’s because Julia is moving to 2-based indexing in 1.13. (Not actually—there is a 1.13.0-alpha1 git tag, we just opted not to make a full pre-release from it.)
